New Delhi: The Insurance Regulatory and Development Authority of India (IRDAI) has moved the submission of health regulatory returns and the generation of Unique Identification Numbers (UINs) for health insurance products onto its Business Analytics Platform (BAP), through a circular dated 30 October 2026. Insurers must generate UINs for new health products, and for modifications to existing ones, exclusively through the BAP portal with effect from 2 November 2026.

The IRDAI directive applies to all insurers, excluding reinsurers, foreign reinsurer branches (FRBs), the Agriculture Insurance Company of India (AIC) and ECGC.

What the circular says

IRDAI said it has undertaken an upgrade of the BAP to provide an integrated, streamlined and enhanced platform for regulatory reporting and health product-related functionalities. As part of this, functions covering health regulatory returns, UIN generation for new health insurance products, and modification of existing health products have been incorporated into the BAP’s Health module. The circular states these functionalities are now available through the BAP portal.

Health Regulatory Returns module

All concerned insurers are required to submit health regulatory returns through the Health module of BAP. These cover returns for FY 2024–25 and FY 2025–26, Health Regulatory Return RET 197 for the first and second quarters of FY 2026–27 (life insurers excepted), and returns for subsequent reporting periods as per the prescribed frequency.

Health Product module

With effect from 2 November 2026, all concerned insurers shall generate UINs for new health insurance products and for modifications to existing health insurance products. They shall also submit updates relating to the withdrawal of health insurance products. All of this is to be done exclusively through the Health Product Module of the BAP portal.

The circular states that the Health Department’s email communication dated 10 June 2024 on the generation of UINs for health insurance products will cease to be applicable.

IRDAI added that operational guidelines and detailed instructions for the Health Regulatory Returns Module and the Health Product Module are available on the BAP portal for reference and compliance by all concerned users.

Context

A UIN is the unique identification number the regulator assigns to an insurance product. Until now, UINs for health products were generated under the process set out in the Health Department’s 10 June 2024 email, which the circular now supersedes.

The BAP is the platform through which IRDAI collects data from insurers. It was conceived as a business analytics system to support supervision, monitoring of industry trends and risk-based assessment of how insurers function. The latest move follows a similar migration on 28 August 2026, when IRDAI shifted reinsurance regulatory returns and related reinsurance functionalities to the upgraded BAP. IRDAI’s Master Circular on Submission of Returns, issued in June 2024 to consolidate 202 regulatory returns, already provided for business statistics returns of the health business to be filed through BAP or email.
