IRDAI has extended the deadline for stakeholders to submit feedback on the proposed Public Insurance Registry, allowing more time for industry participants and other stakeholders to share their views.

IRDAI has extended the deadline for feedback on the proposed Public Insurance Registry.

IRDAI: The Insurance Regulatory and Development Authority of India (IRDAI) announced on 30 September 2026 that it has extended the last date for feedback on its consultation paper on the proposed Public Insurance Registry (PIR). Comments and suggestions can now be submitted until Saturday, 17 October 2026. The original deadline was 30 September 2026, the day of the announcement.

The regulator said the extension is meant to “facilitate comprehensive participation, wider industry deliberations and detailed submissions from all stakeholder groups.” All other details and terms of the consultation paper remain unchanged, according to the press release.

What IRDAI Has Extended, and Why

IRDAI released the consultation paper on 1 September 2026. It sought comments and suggestions from the public, policyholders, insurers, intermediaries and other stakeholders in the insurance ecosystem.

The regulator describes the PIR as a foundational, population-scale Digital Public Infrastructure (DPI). According to the press release, the registry is intended to foster trust, improve value and expand insurance coverage across the country.

The paper draws on the Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Act, 2025, according to media reports on the paper’s release. Those reports also said the paper proposes a shared system in which institutions exchange information using common standards while the data stays with the institutions that hold it.

The proposal remains at the consultation stage. IRDAI has not announced an implementation date, and detailed functional and technical specifications would need to be developed before the registry moves toward implementation.

IRDAI: How to Submit Feedback

IRDAI has asked stakeholders and members of the public to concentrate their feedback on two parts of the consultation paper: the user stories in Section 8 and the consultation questions in Section 15.

Submissions must be made using the prescribed Excel template, through either of two channels named in the press release:

The web portal and the email address are both linked to the Insurance Information Bureau of India (IIB), whose domain hosts them.

IRDAI: What the Consultation Paper Proposes

The paper proposes that consent-based access to registry data be “specific, informed, revocable and auditable.” On governance, it proposes converting the IIB into a not-for-profit company wholly owned by IRDAI, which would set up the PIR under a separate regulatory framework. The IIB is an autonomous body established in Hyderabad in 2009.

IRDAI has invited comments on the proposal’s data architecture, identity framework, standards, privacy safeguards, governance and implementation. The paper also identifies possible use cases for eight groups of stakeholders. These are the user stories that Section 8 sets out and that the regulator has asked respondents to address.

Media reports said IRDAI had proposed a registry covering the entire policy lifecycle, from issuance to claims, grievance redressal and dispute resolution, in a March 2026 proposal that preceded the consultation paper. The consultation paper itself describes the PIR as a population-scale digital infrastructure meant to bridge information gaps and reduce friction among insurers, intermediaries, reinsurers, financial institutions, government agencies and policyholders.

IRDAI: What Happens Next

IRDAI’s press release does not say what will follow the close of the consultation. It does not state a timeline for a final framework or for any implementation, and it says only that the paper’s other terms are unchanged.

Stakeholders who have not yet filed their comments have until Saturday, 17 October 2026 to do so, using the Excel template and one of the two submission channels above.
