EPFO Wage Ceiling Hiked to ₹ 25,000: Over 51 Lakh Employees to Benefit

EPFO has raised the wage ceiling to ₹25,000, expanding provident fund coverage for eligible employees.
EPFO: The Union Cabinet, chaired by Prime Minister Narendra Modi, approved on September 16, 2026 a proposal from the Ministry of Labour & Employment to raise the wage ceiling for mandatory coverage under the Employees’ Provident Fund Organisation (EPFO) from Rs 15,000 to Rs 25,000 per month, according to a statement issued by the Press Information Bureau (PIB), New Delhi. The Ministry said the decision is expected to bring more than 51 lakh additional employees within the ambit of mandatory EPFO coverage.
The wage ceiling determines which employees must be automatically enrolled in the EPF framework. Under the previous threshold, a new employee joining at a monthly wage above Rs 15,000 was not automatically covered and could remain outside mandatory provident fund, pension and associated insurance protection, per the PIB statement. With the ceiling raised to Rs 25,000, employees earning between Rs 15,000 and Rs 25,000 a month will now fall within the statutory social security net.

EPFO: Ceiling Last Revised in 2014
According to the government, the EPFO wage ceiling stayed unchanged through the decade from 2004 to 2014 before being raised to Rs 15,000 in September 2014. The Ministry attributed the current revision to sustained wage growth, rising incomes and continued expansion of formal employment in the years since, noting that minimum wages in several states and occupations have also moved closer to the previous threshold.
The proposal was recommended by the Expenditure Finance Committee at a meeting held on June 16, 2026, following detailed inter-ministerial consultations, the PIB statement said.
EPFO: Coverage Extends to PF, Pension and Insurance
The higher ceiling will widen access to three schemes administered by EPFO: provident fund savings, pension protection under the Employees’ Pension Scheme (EPS), and insurance protection under the Employees’ Deposit Linked Insurance Scheme (EDLI), subject to the applicable scheme provisions, according to the Ministry. It will also update the statutory contribution and pensionable-wage framework to reflect current wage levels.
The Ministry pegged the annual government outgo at approximately Rs 11,339 crore, compared with the existing annual budgetary support of about Rs 10,250 crore. Expenditure over five years is estimated at approximately Rs 56,696 crore, per the PIB statement.
Scale of EPFO’s Existing Coverage
EPFO currently administers the EPF, EPS and EDLI schemes for around 7.98 crore contributing members across approximately 7.68 lakh contributing establishments, according to the latest EPFO data cited in the government statement. The EPS separately provides pension benefits to around 82 lakh pensioners.
The Ministry of Labour & Employment and EPFO will now undertake the statutory and administrative steps required to implement the decision, the PIB statement said. No implementation date was specified in the release.
