NEW DELHI, Pashudhan Bima Portal: Insuring a cow, buffalo or goat under the Centre’s livestock insurance scheme, and claiming when the animal is lost, is set to move onto a single online platform. The Government today launched the Pashudhan Bima Portal in New Delhi, an integrated digital platform for policy issuance, claim processing, monitoring and reporting for animals insured under the Livestock Insurance Scheme of the Department of Animal Husbandry and Dairying.

Union Minister for Fisheries, Animal Husbandry and Dairying Rajiv Ranjan Singh spoke at the launch. He said the initiative aims to make livestock insurance more transparent, efficient, accessible and technology-driven, while strengthening risk protection for livestock farmers.

What the Pashudhan Bima Portal offers livestock farmers

The portal is meant to support better coordination, real-time monitoring and data-driven management of livestock insurance programmes. The minister said farmers will be able to submit insurance applications online, with the entire process monitored digitally.

The portal will be available in 11 regional languages as well as Hindi and English, so farmers can use it in languages familiar to them. The department designed it so that separate stages of the insurance process can run from one system.

The portal is a web-based workflow system under the National Livestock Mission (NLM). Earlier government documents referred to a single web-app workflow portal for livestock insurance. The department also told Parliament recently that an online portal was being developed under the National Livestock Mission to improve transparency, monitoring and claim processing.

Singh described the portal as an important step towards protecting farmers’ livelihoods. He tied it to Prime Minister Narendra Modi’s vision of raising farmers’ incomes, safeguarding their agricultural and livestock assets and promoting technology.

The department says the portal will handle policy issuance, claims, monitoring and reporting under the Livestock Insurance Scheme. Real-time monitoring is expected to improve coordination between the Centre and the departments concerned.

Livestock insurance sits under a wider mission. It forms part of the Research and Development, Livestock Insurance, Extension and Innovation sub-mission of the National Livestock Mission, and is implemented across districts.

Reports published around the launch describe the current terms:

  • Premium sharing: The beneficiary’s share of the premium is set at 15%, with the remaining 85% jointly funded by the Centre and States.
  • Coverage limit: The subsidy entitlement has been raised from 5 to 10 cattle units per beneficiary family for all eligible species except pigs and rabbits, which stay at 5 cattle units. One cattle unit equals 10 small animals such as sheep, goats, pigs and rabbits.
  • Animal identification: The government has approved Radio Frequency Identification (RFID) as another means of identifying animals under the scheme. Reports say RFID could support record keeping and traceability, and could assist claim settlement if adopted more widely.

The scheme has changed considerably since its early years. It began as a centrally sponsored pilot in 100 selected districts between 2005-06 and 2007-08. Under that version the premium subsidy was 50%, limited to two animals per beneficiary for a policy of up to three years.

The government’s dedicated insurance site, which carries the details below, describes the programme as designed to protect livestock against diseases, accidents, natural calamities and unforeseen events. It lists an 85% government subsidy on premiums and says 90% of claims are settled within 21 days of submission. Those figures come from the site’s own listing. They were not part of the launch statements reported above.

State-level schemes also operate alongside the central one. Madhya Pradesh, for example, has run its own Pashu Dhan Bima Yojana since 2014.
